This volume presents the minutes of evidence and memoranda taken before the Joint Committee on the Draft Communications Bill. It contains contributions from the Secretary of State for Trade and Industry; the Secretary of State for Culture, Media and Sport; the Director General of Telecommunications, Oftel; as well as evidence given by a range of key figures in the telecommunications and broadcasting industries. The Committee's report (HCP 876-I, ISBN 0104130024) was generally supportive of the broad purposes of the draft Bill, but made 148 recommendations under the broad headings of: the framework for the new regulator, OFCOM; economic regulation; media ownership; content regulation. The media ownership elements had attracted much advance attention, and the Committee recommended that restrictions on non-European Economic Area ownership of broadcasting licences should not take place until after a review by OFCOM.
The Joint Committee finds that draft Bill must be significantly amended to deliver only necessary data that law enforcement needs, and the Home Secretary should not be given carte blanche to order retention of any type of data.
