Instead of fitting the EU into particular model this book takes the EU as it is and identifies within it a certain series of paradoxes. It argues that if European integration is thought of as a process of state transformation, then these paradoxes can be explained. It argues that this transformation is from a Europe of nation-states to a Europe of member states. It explains in detail the concept of member state and shows how member states evolved after 1945 andparticularly in the crisis of postwar social democracy in the 1970s and 1980s. It then looks at two key policy areas of the EU, macro-economic governance and foreign policy, and shows how we can betterunderstand how these policy areas work when we think of the EU in terms of a union of member states.
