Description
This Bill gives effect to the Government's proposals for the reform of the regulatory framework for the communications sector, following on from the Communications White Paper 'A new future for communications' (Cm 5010, ISBN 0101501021) and the Draft Communications Bill (Cm. 5508-I, ISBN 0101550820). The provisions of the Bill (in two volumes) include: the transfer of all regulatory functions regarding telecommunications, broadcasting and spectrum management to the Office of Communications (OFCOM); deregulation of media ownership rules and competition in broadcasting and newspapers markets; the replacement of the current licensing system with a new framework for the regulation of electronic communications networks and services; powers to develop new mechanisms for trade and access to radio frequencies; and measures to accommodate the switchover from analogue to digital broadcasting.
