The project has been undertaken in response to concerns about the continuing availability of base level jobs which have traditionally been a major source of employment for people with disabilities. In recent years, developments such as award restructuring, the incorporation of competency standards in awards and the reform of the organisation of entry level jobs have had an impact on entry level jobs and access to entry level employment opportunities generally. There is a growing body of anecdotal evidence that the emerging organisation of entry level jobs may have the unitended effect of excluding people with disabilities from some areas of employment which have previously been open to them. To research these issues, a study was undertakin into employers' responses to the industry changes to see how they are affecting employment opportunities at entry level for people with disabilities. The industries studied were: the Australian Public Service; private sector clerical (particularly banking and insurance); hospitality; and electronics. The study was undertaken in later 1993 and early 1994 and the findings and descriptions of the Training Reform Agenda implementation are all accurate for that time. The research concluded that while workplace reform and training reform are having an impact, there is potential for these impacts to be both positive and negative in terms of employment of people with disabilities. However, the attitude of employers towards people with disabilities are still the greatest barrier to their employment.
