What is the Minority Report?The minority report in a Republican National Convention is an opportunity for the minority voting in a committee to have their voice heard on the convention floor by all delegates. In that way, if you have the majority of the delegates during a committee meeting making all the decisions yet you have a minority of at least 25% of the delegates that agree on a specific amendment or resolution, the minority can create and submit a minority report to have their voice heard on the national convention floor.This provides a check and balance of power within the committees.This report can come out of the four committees of the national party. They are the Platform Committee, the Rules Committee, the Credentials Committee and the Housing Committee.There has never been a Minority Report in the histroy of the Republican Party. There are rules governing the submittal of a minority report. However, efforts to submit such were never successful. So the mind set for many years has been that it could not be done. It was simply a good idea in theory. This was the case until the 2012 convention in Tampa, Florida. The first Minority Report ever written and successfully submitted was a product of the Rules Committee. "Almighty God gave us the victory to do the minority report," stated Rules Committee member Gwen Bowen.This is the story.
