Public education in America has been evolving since its inception. There was a time in our history when a child was educated only if they were from a privileged class based on gender, wealth, or race. Continued reform has made it possible, and even required, for the general population to receive a free public education. With PL 192-74, education for all students became mandatory, including students with multiple disabilities. This mandate raises several questions. How does a teacher in a primary classroom give equal opportunities for learning to students at all levels of learning, including the child who has special needs? What support structures need to be in place for inclusion to be successful? The purpose of this thesis is to look at a case study of a student with cerebral palsy who is included in a general education first grade classroom.
