Abstract: The purpose of this project was to locate a potential funding source and write a grant to set up a foster family office in a way that would create a more inviting atmosphere for youth in a time of stressful transitions. An extensive literature review was performed to investigate the importance of toys, particularly in terms of developmental achievements. Lake County First Five was the funding source selected. The goals of the proposed program are to provide children meaningful activities, enhance their sense of control in a world where they have little, and encourage their use of motor skills and creativity. The program will be evaluated based on the extent to which the toys are used and observations of increased play time as reported by foster parents. If funded, this program would enhance the lives of at-risk children who have had few previous opportunities for play.
