"This document describes, and serves as a manual for, the accepted approach for the determination of the ecological Reserve for estuaries, which is the quality, quantity and timing of freshwater inflows that is guaranteed for each estuary. It is intended for use by managers and scientists involved in organising and carrying Reserve Determination studies on estuaries. The method described here is either used to set a preliminary Reserve, or if carried out in conjunction with the Classification Process, to define the final ecological Reserve. The method was originally developed in 1999 following the promulgation of the National Water Act of 1998. This was updated to a Version 2 in 2004, which is now replaced by Version 3 (this version)." -- preamble.
