A brutal shotgun slaying in Hampton, Virginia convinces Detective Jess Hambrick that it's the work of a killer known as the Cowboy. The cowboy was part of a case Hambrick worked on when he was a cop in Augusta, Georgia, almost seven years ago. A case that was closed before it was solved, a case that cost the life of his partner.
