The following are the objectives of this report: To perform valid, insightful, and well-documented case studies of conservation programs at four water utilities; To demonstrate methods that utility managers can use to quantitatively depict the financial effects of conservation programs on low-income households and utility finances; To identify and explain innovative conservation programs targeting low-income customers, their effects and prospects; To provide concrete guidelines for managers to design and implement conservation programs to address equity and utility finance issues.
