Two teenaged girls make a series of bad decisions that get them murdered. Two policemen, Detective-Sergeant Joseph Horak and Chief Robert Baker, try valiantly to discover their murderers, but are thwarted by others in the police department, state police and government. The question is why? No one knows for sure but the investigation is blocked and mishandled at every turn.
