翅膀硬了，鳥沒有不飛的道理；國家強了，沒有不稱霸的可能。國家走得多了，領袖見得多了，既然如此受到歡迎和擁戴，習近平當世界領袖的雄心也就自然生長了。那1000億美元的亞投行，中國就占有500億，習近平不是老大誰是老大？

中國正加快從多方面挑戰美國在世界秩序中的主導地位，並試圖跟美國分庭抗禮，建立另一套世界秩序，除了在全球大举投資，打造亞太經濟架構，近來也因在南海區域的強勢行為，填海造島，設置石油鑽井平台，而與幾個東盟國家引發爭議。

既然中國崛起已是事實，該如何應對便成了美國目前最大的課題。有專家提出，美國應該擁抱中國，或仿照G7的概念，與中國建立“G2”合作關係；較激進者則將中國視為20世紀中後期的蘇聯，認為美國應採取類似於當時的冷戰模式，與其對峙。然而，無論是哪一種作法，在某種程度上都將對美國的國家利益造成損害，甚至可能影響其全球霸權的地位；因此，美國的研究報告認為，美國應該改變現行做法，對中國採取一個新的以平衡中國實力、而非助其崛起為核心的大戰略。

二十一世紀是中美對決的世紀，誰可以為世界發展創造更具吸引力的成果，誰更強、更快，誰就可能贏得領導世界和決定世界進程的必要的影響力。

本書除了披露美國對付中國的大戰略具體方案，亦剖析了中國忽悠、分離、掏空美國勢力的謀略。
