This book examines school-based management and provides strategies to implement management changes. The 14 chapters examine the components of good schools, including clarity of purpose, leadership, professionalism, lack of bureaucratic control, competition, and choice. The text describes the components of school-based management and the need for thorough preparation before implementing change. The book discusses the advantages and disadvantages of school-based management, such as improvement in morale and the time required in preparing for school-based management. Some of the requirements for successful reform are detailed: effective operation within a decentralized management structure, clear purpose understood and supported by the school and community, effective program planning, and an effective monitoring program. The volume looks at the responsibility for activities that have significant, fluctuating, or highly unpredictable costs and the effort required in launching the process. It outlines the components of the school-site committee, such as the chairperson's role, and the school plan and school budget. The student-based allocation of funds, examples of allocations, the evaluation of pilot programs, and the necessary steps in evaluating change are also discussed.
