清中叶，两淮私盐异常活跃。在诸多因素的共同作用下，社会各阶层——无论是灶丁、贫民，还是盐枭、会党，抑或是盐商、盐官，都无不以食盐为利薮，纷纷加入到了私盐贩卖的行列。面对日益严重的食盐走私现象，清政府想方设法予以防范和打击，然而受腐败官僚体制的影响，收效甚微。清中叶两淮私盐问题表面上看似乎只是地方社会各阶层迫于生计，或纯粹是为了高额盐利而铤而走险的一种冒险活动。但事实远非如此简单，食盐走私可以说既是清中叶政治日益腐败的必然结果，反过来它又是当时政治日益腐败的集中体现和反映。
