協商民主到底是什麼？為什麼它能在短短十年間由無人知曉到寫人黨的十八大報告？它和其他的民主形式之間有何差別，尤其是，它是如何具體操作的呢？這是這本小冊子試圖告訴讀者的。談火生和霍偉岸和何包鋼編著的《協商民主的技術》由理論篇和案例篇組成。理論篇重點介紹協商民主的四種主要實踐形態——公民共識會議、公民陪審團、協商式民意調查、願景工作坊，及其具體的操作方式。

案例篇則選取了六個典型案例，以展示在國家正式制度安排內部、國家與公民社會互動的層次上，以及公民社會內部，針對不同性質的議題，協商民主究竟是如何具體運作的。從治理技術的角度來看，本書是一本實踐指向明確、程序性強的協商民主操作技術手冊。

談火生，湖北鄂州人，中國人民大學國際關系學院講師，主要著作有：《民主審議與政治合法性》(專著，法律出版社，2008年)、《審議民主理論》(編譯，江蘇人民出版社，2006年)等。霍偉岸 (1978-　)，北京大學法學博士，對外經濟貿易大學國際關系學院政治學系主任，研究方向為西方政治思想史、比較政治制度。曾在倫敦政治經濟學院政府系訪問學習一年。在《中國人民大學學報》、《讀書》等期刊上發表論文十余篇。譯著有《政治觀念史稿卷五：宗教與現代性的興起》(獨譯)，《秩序與歷史卷一：以色列與啟示》(第一譯者)，《毛澤東政治思想的基礎》(第一譯者)，《審議民主》(參譯)等，凡百余萬言。何包鋼，新加坡南洋理工大學公共政策與全球事務中心主任，教授，已出版著作：《協商民主：理論、方法和實踐》（中國社會科學出版社）、《中國的民主化》（勞特里奇出版社）等。在協商民主的理論與實踐研究方面是享有國際聲譽的領軍學者。
