盧靜，女，1971年11月出生，山東人。法學博士，教授，碩士生導師，外交學院國際關系研究所副所長。1994年於湖南師范大學取得歷史學學士學位，1997年取得外交學院國際關系專業法學碩士學位，2006年取得外交學院國際關系專業法學博士學位。自1997年至今一直執教於外交學院國際關系研究所。在此期間，2000年至2002年曾在中國駐新西蘭使館工作。2008年10月起任國際關系研究所副所長。主要研究方向為發展中國家研究、全球治理和國際安全。
