社会本位：政府购买服务的转型及其人才开发

本書在考察了大量國內外文獻的基礎上，研究提出了“社會本位”理論建構，指出中國政府購買服務正由“政府本位”向“社會本位”過渡。研究進一步認為，政府購買服務存在三個不同的發展階段：初級、中級和高級階段。其中，初中級階段和中高級階段各有其轉型邏輯與演變特徵。政府購買服務未來還需要10～20年的時間才能達到社會本位的高級階段。從環境、制度和行為三個維度，中國政府購買服務的轉型及其人才開發仍然面臨著若干障礙。
