2013年10月，習近平總書記首次提出21世紀海上絲綢之路的概念。海上絲綢之路作為文化符號系統，其核心價值觀經過歷史的積澱被人們普遍認同，形成連續的長時段文化價值鏈，是世界文明發展史整體脈絡中的重要一環，也反映了中國對於海洋文化的自我認知。本書運用了多種調查研究方法，重點介紹了調查資料的組成，從兩大方面展開：一是探討海上絲綢之路文化傳統自身的繼承與新變，二是梳理21世紀海上絲綢之路倡議文化建構與實踐。
本書除緒論和結論外，共分8章。緒論對本書的研究物件進行了簡要概述，主要闡釋21世紀海上絲綢之路倡議文化戰略研究的現實意義和理論意義，對研究框架以及研究方法做出概述。第1章21世紀海上絲綢之路文化戰略思考。第2章21世紀海上絲綢之路文化品牌研究。第3章21世紀海上絲綢之路文化產業研究。第4章海上絲綢之路文化遺產保護管理體系建設。第5章21世紀海上絲綢之路視野下的海洋文化。第6章 21世紀海上絲綢之路文化安全研究。第7章打造21世紀海上絲綢之路文化話語體系。第8章21世紀海上絲綢之路文化傳承與創新的多元實踐。結論部分對全書的主要研究結論和理論創新做出歸納和總結。
本書的創新之處有四點：一是從海絲文化符號歷史連續性的高度和廣度上考察21世紀海上絲綢之路的文化戰略；二是從海絲文化存在和互動的空間角度修正文化軟實力理論，提出融合力範式；三是以共用界定21世紀海上絲綢之路的經濟與文化的關係；四是，闡釋海絲文化價值觀是人類命運共同體概念的逐步深化。
