I Velfærd i det 21. århundrede viser Martin Ågerup, hvordan velfærdsstatens insidere sidder på flæsket og beskytter særinteresser på bekostning af almenvellet. Danmark sander til i regulering og bureaukrati, som blokerer for nytænkning. Værst ser det ud i den offentlige sektor, som er gjort til en iværksætterfri zone uden ret meget innovation, hvor både institutioner og borgere fratages ansvar og dermed også frihed. Martin Ågerup tegner en skitse til et nyt nationalt kompromis, hvor detailregulering og central planlægning af velfærdsstatens institutioner erstattes af øget konkurrence og mere valgfrihed for borgerne. De borgerlige skal acceptere større omfordeling via skatterne, mens socialdemokraterne til gengæld skal acceptere delvis egenbetaling for velfærdsydelser. Den samlede omfordeling forbliver uændret, men både velfærdsstatens institutioner og borgerne vinder øget frihed og ansvar.
