In the first part, Professor Casanovas presents the different elements of the international regulation for protection while deploring its limits. He then presents the current movement towards an international mode of protection of displaced persons and mass refugees in armed conflicts. Regarding this subject, Professor Casanovas insists on making a distinction between displaced persons and refugees displaced "en masse". In the third part, Professor Casanovas presents the new protection mechanisms: humanitarian aid and humanitarian intervention, temporary protection, and international responsibility. In his course, Professor Casanovas gives a central place to the refugee as a legal person and explains that it is only when one goes beyond a certain conception of the international community as an interstate society that it will be possible to grant rights to people independently of the States"--Publisher's description.
