The 1987 Montreal Protocol is an international environmental agreement to establish a framework for multilateral protection of the ozone layer. Halon is a hydrogen compound used in fire extinguishers and fire protection systems in a wide range of sectors, which releases ozone depleting substances. This publication contains the 2002 assessment report by the Halons Technical Options Committee (HTOC) on the progress made to significantly reduce halons use in the following sectors: the military, civil aviation, merchant shipping, oil and gas industries. It also looks at halon production, consumption and phase-out strategies in countries with economies in transition and article 5 (1) countries such as China and India.
