Debido a la pandemia generada por el Covid-19, que trajo consigo nuevas formas de trabajo y preocupaciones medioambientales hasta ahora desconocidas, la construcción y edición de este vigésimo primer tomo de la colección Lecturas sobre derecho del medio ambiente representó un reto particular para el Grupo de Investigación en Derecho del Medio Ambiente de la universidad Externado de Colombia que debió atenderlo con profesionalismo y dedicación excepcional. Este tomo que me complace presentar se compone de trece capítulos escritos en su mayoría por docentes investigadores del Departamento de Derecho del Medio Ambiente, y algunos por miembros de nuestra comunidad académica. La obra se inicia con el escrito del profesor Álvaro Hernando Cardona González en el que analiza la acción popular, en particular el pacto de cumplimiento, resaltando que se trata de una etapa procesal fundamental y el medio que permite lograr una efectiva protección del medio ambiente.
