臺灣省議會會史

　　臺灣省議會自臺灣省參議會（1946~1951）起，歷經臺灣省臨時省議會（1951~1959）、臺灣省議會（1959~1998），以迄目前之臺灣省諮議會（1998~），已走過六十餘年的歲月。這一段歷史，從初創、奠基、茁長、轉型，乃至於成熟、衰落、沈寂，在戰後臺灣政治、經濟及社會發展過程中，實具有舉足輕重的關鍵地位。概言之，1945年臺灣光復後，臺灣省參議會為臺灣最高的民意機構，而1949年中央政府遷台後，由於中國大陸淪陷，中央民代遲遲無法改選，只有臺灣省議會才能代表臺灣多數的民意，擔負起民主議會監督與制衡行政部門的角色，尤其是黨外（在野黨）勢力在此崛起，對於我國從威權統治走向民主開放的進程更是影響重大。直到1990年代召開國是會議，進行修憲工程，中央民代全面改選，進而精省作業，廢除省長及省議員選舉，臺灣省議會因而轉型為研究諮詢性質的臺灣省諮議會，完成其階段性任務。臺灣省議會的歷史見證戰後臺灣民主政治發展的重要起伏和轉折，此一歷史經驗可說彌足珍貴。

　　1998年精省後，臺灣政局變化極為快速，兩次政黨輪替執政，意識形態之鬥爭似無寧日，令人目不暇給，加以兩岸關係複雜緊張，在紛擾震盪的時局下，臺灣省議會過去的歷史已成過眼雲煙，逐漸為人所淡忘。但青史不容成灰，歷史更不能遺忘，所謂「前事不忘，後事之師」，歷史工作者實有義務和責任將這段歷程忠實紀錄下來。當然，這些年來陸續有不少探討臺灣省議會歷史的著作，但大多是以某一階段或專題為探討重點的學術論文，或屬於短篇概述性質之文字， 迄今尚無全面性與綜合性的論述，可說甚為可惜。本書希望能完整地記錄這一段珍貴的歷史，以通俗淺顯的文字，生動活潑的筆法，以增益可讀性，藉期可廣為流通。本書採繫年之方式，依臺灣省議會發展的各個階段加以敘述，以求其體系一貫，脈絡分明。

　　全書分成六大部分：一是臺灣省參議會時期，從1946年5月至1951年11月；二是臺灣省臨時省議會時期，共有三屆，自1951年12月至1959年6月；三是臺灣省議會前期，共有四屆，自1959年7月至1973年12月，以蔣經國先生接任行政院長後，展開推動民主改革及十大經濟建設作為分界點；四是臺灣省議會中期，共有四屆，自1973年2月至1989年12月，以召開國是會議進行憲政改革，中央民代全面改選作為分界點；五是臺灣省議會後期，共有二屆，自1989年12月至1998年12月，係以憲改通過精省條例，省議會改制為省諮議會作為分界點；六是臺灣省諮議會時期，共有四屆，自1998年12月至2010年12月為止。

　　本書係集體創作的成果，全書計有六大部分，由國史館、臺灣省諮議會、國史館臺灣文獻館相關人員分別執筆撰寫，雖然在撰寫過程中曾召開數次編輯會議，以求前後銜接與體例統一，但各執筆人之間行文語氣仍有不同，分析敘述之重點亦各有參差，為尊重個人文章之特色，並未多作調整和統一。因此，本書各篇有如單獨論文組合而成。又，本書在極短時間內匆促完成，撰寫期間承蒙臺灣省諮議會全力支持，該會同仁協助蒐集資料，藉此特申謝忱。惟文責仍由各執筆人負責，疏漏之處敬請各界方家不吝指正。
