1841年，英國人首次在香港島進行人口調查，發現有約五千多華人居於小島上，大部分為赤柱及筲箕灣的漁民。島上缺乏可發展的土地資源，夏季更受颱風吹襲，毫無經濟價值，清政府從未視小島為城市。香港特區政府估計2015年全香港人口約732萬，是一個擁有完善設施的現代城市，堪與全球其他國際大都會嫓美。可見香港的崛興與發展，與完善的城市規劃，有着密不可分的關係。 城市在不同年代所面對的挑戰錯綜複雜，也具本地特色。本書嘗試從社會及政治、經濟等不同角度，分六個階段，分析自1841年至今城市規劃發展的歷史，探討香港制定城規法例、土地使用、房屋政策、經濟發展、環境保護、可持續發展，以至區域規劃等的特徵和演變特色，解構城市規劃策略轉變的脈絡；並比較在不同發展階段城規與社會結構轉變的互動，了解社會需求如何影響城市規劃，城市規劃如何帶動社會結構轉型，冀能為未來的城市規劃提供參考素材。
