本书通过对中国宏观历史的全面性重新解读，提出了一个简明的分析框架，揭示崛起的中国力量的本质及其对现行世界秩序的影响。它试图回答两个当今世界面临的重大问题：中国的崛起意味着什么？世界应当怎样回应？本书认为，中国的政治制度与世界秩序的根本理念和悠久传统，即中华秩序，是建立在以秦汉政体为代表的儒化法家之上的世界帝国制度，以统一天下（即整个已知世界）的天命自居。除了一些间断（尤其是宋代的国际关系体系）外，中华秩序在19世纪末之前反复统治了欧亚大陆东部达两千多年。1949年以来，中华人民共和国完成了秦汉式政体的一个新复辟，但是尚无一个传统必需的中华世界帝国秩序。于是它一直都为了政权的安全，对外（与现行世界秩序）对内（与不断变化的中国社会）作不懈的斗争。本书还对于中华文明史上真正的三段黄金时代提供了新发现、新见解，解释了中国与欧洲之间的历史大分野，分析了推动目前中国对外政策的中国梦。
