Au panthéon des hommes illustres, Bismarck, né en 1815, occupe une place singulière. Il domine par sa stature et ses succès la deuxième moitié du XIXe siècle, marquée par l'unité allemande dont il a été l'architecte de bout en bout. Après avoir vaincu l'Autriche-Hongrie en 1866, il récidive quatre ans plus tard avec la France, ce qui lui permet de proclamer l'Empire allemand, dominé par la Prusse, dont il est le chancelier depuis 1862. Il demeurera au pouvoir jusqu'en 1890, longévité rare qui l'apparente à Metternich auquel l'oppose sa conception dure « par le feu et le sang » de la diplomatie et de la politique. Pour mieux dominer l'Europe, ce pragmatique oriente les puissances vers la colonisation au congrès de Berlin, tandis qu'il révolutionne l'Allemagne en engageant le combat contre l'Eglise (Kulturkampf) et en posant les jalons d'une politique sociale d'envergure pour contrer la montée du socialisme. Afin de contenir la volonté de revanche de la France amputée de l'Alsace et de la Lorraine, il inaugure une nouvelle Sainte-Alliance, l'Entente des Trois Empereurs, qui ne survivra pas à sa chute. En reniant son héritage, Guillaume II précipitera l'Allemagne à sa perte.
